Members Present: Robin Barefield , Marcus Carruthers , Melvin Collins, Randy Drain , James Emerson , Jeane Mack, Kristi Padgett, Marsha Parker, Brianne Pickard, Tyna Studabaker, Jimmy Wesson

Non Members Present: Ron Angel, Carlos Borromeo, Jimmy Brown, Scott Tanner

Meeting called to order at 5:00p.m. by Belinda Cosgrove.

Melvin Collins led the opening prayer.

Melvin Collins made a motion to approve the minutes from September 09, 2009 meeting without reading aloud. Kristi Padgett seconded motion. Motion passed unanimously.

Marsha Parker gave treasurers report. Jeane Mack made a motion to approve treasures report. Kristi Padgett seconded motion. Motion passed unanimously.

Old Business

Kristi Padgett gave update on Spring Training.

Marcus Carruthers gave update on AJDA website. Minutes from the AJDA quarterly meetings will be posted on the website along with any other important updates. New Business

Belinda Cosgrove gave handouts on the H1N1 grant that is available.

Belinda Cosgrove introduced the new JJDP Specialist Carlos Borromeo.

Carlos Borromeo stated that during the recent audit that DYS was found to be out of compliance and their funding had been cut forty percent for 2009.Carlos also spoke about the housing of FINS juveniles.

Scott Tanner spoke about a recent meeting he attended concerning the housing of FINS juveniles.

Carlos Borromeo stated that he was in the process of writing a Policy and Procedure for housing FINS juveniles.

Belinda Cosgrove spoke about the six hours of education being required for all juveniles in detention. FINS juveniles and delinquent juveniles can not attend the same classroom.

Jimmy Brown stated that all detention centers needed to add a section on the housing and schooling of FINS juveniles. Jimmy Brown stated that if facilities do not follow sight and sound standards they are breaking the law.

Ron Angel asked if there was anything AJDA needed from DYS. Ron stated that if there is a juvenile that has been assessed at any juvenile detention center and the administrator feels like they would be eligible for the DYS after care program the administrator needs to contact Ron Angel or James Walker.

Next quarterly AJDA meeting will be at the Miller County Juvenile Detention Center in Texarkana on January 12, 2010 at 11:00a.m.

Jeane Mack made a motion to adjourn. Kristi Padgett seconded the motion. Meeting adjourned at 5:36p.m.
